Default emissions
I have an 88 rx7 in Illinois. Last time I had emissions testing, I came up twice the amt. of hydrocarbons and carbon monoxide allowed, and paid the 456$ to get the waver. Well, it's that time again, and I'd rather not have to dish out the money again. I know other people are passing out there, and I'd appreciate any advice. On a related note, what would be a safe amount of octane to mix with my gas for it?

I'm not sure about octane, but run your car as hot as you can possibly get it without over heating. Drive hard, leave your ac on stuff like that and pull in right afterwards. If all else fails, finding a shady place to do it and slipping the guys 20-40 bucks is what passes us around these parts.

Hook air pump to the main cat just for smog test time. You should pass. Now you can't drive like that for a long time this is just to pass smog.
