Probably.

In places where both cars come with stock turbochargers,

JDM Nissan S13 SR20DET = 202hp at the crank
JDM Mazda FD3S 13B-REW = 276hp at the crank

Moreover in the US, where the Silvia doesn't exist but the 240sx does,

USDM Nissan S13 KA24DE = 155hp at the crank
USDM Mazda FD3S 13B-REW = 276hp at the crank

Unless the Mazda driver can't drive, it shouldn't be much of a contest. Good luck finding a stock S13 anywhere, though. 240sx drivers are acutely aware of their car's weaknesses, and most tuners fix them right away.
