88 rx7 na slow throttle response.. HELP!!!

I have a 1988 rx7 n/a. Ive replace plugs and wires. Fuel pump runs all the time (fuel system does not pressurize), doesnt like to idle, very sluggish throttle response. Ive tried vacuum lines. Ive been told it may be the fuel regulator... Any ideas???

Did you ck your fuel filters? Also, I'd ck for compression.
